Where would be a good place to start looking for information about generating an American HD radio compatible signal?

I haven't downloaded it, but I'll guess the HDC codec specification is not included. It seems like HDC is a pretty well protected secret. Without the codec specification, it's a non-starter.

That may be the case at the moment, but I am sure a solution will become available(if it is worth pursuing). I am sure some people believed GSM was a well protected secret(a pitiful secret, but regardless...), but we have many solutions to run out own GSM network(s), as well as UMTS/HSPA and LTE. I don't know much about this standard, but it does look a little interesting.

it might be easier to work the task from the other direction, start with an already functional HD radio and a basic understanding of the data stream. then we can pick it apart a bit at a time.
a low power modulator would be a nice addition for use with the commercially made HD radios
